Pollution Update 5-23-13

Oregon DEQ followed up on its Feb .19 warning letter to Georgia-Pacific Chemicals (EW 3/14, goo.gl/cFGEq) regarding discharge of phenols pollution to waters of the state with a civil penalty of $3,600 on May 13. DEQ sent Premier RV Resorts LLC a warning letter on April 24 for violating the biochemical oxygen demand (BOD) removal requirement in its Clean Water Act permit in March. The RV facility where this violation occurred is located east of I-5 near Exit 199. Continue reading 

Pollution Update 5-9-13

The city of Eugene sent Doc’s Pad a notice of violation April 26 for failing to remove food grease from a catch basin that is clearly marked with a “No Dumping” placard. The grease was poured into the catch basin by a Doc’s Pad contractor (C & A Industrial Supplies, Inc., doing business as “Extreme Clean”) on the morning of April 16, and Doc’s Pad was contacted by the city the same morning and told to remove it. Pollution Update 5-2-13

Oregon Department of Environmental Quality (DEQ) sent Eugene-based Bennett’s Drain Savers a pre-enforcement notice on March 29 for performing sewage disposal services without a current license 697 times between Nov. 16, 2009, and March 6, 2013. DEQ sent Goshen Forest Products a warning letter on April 15 for failing to submit a 2011-2012 industrial stormwater monitoring report. Continue reading

Comments to Oregon DEQ regarding five local facilities’ industrial stormwater pollution control plans are due by 5 pm April 25. These facilities are: Gary Foglio Trucking (Florence), Oregon Industrial Lumber Products (Springfield), Rosboro Vaughn Complex (Veneta), Seneca Noti (Noti), and SierraPine (Springfield). The U.S. Environmental Protection agency has finalized its order against Tyree Oil, Inc. for Clean Water Act violations (EW 2/14, http://goo.gl/FLqrs).  Oregon DEQ sent CPM Development Corporation a warning letter March 13 for failure to collect required water quality monitoring data at its Eugene Sand & Gravel facility on Coburg Road along the north bank of the McKenzie River. Oregon DEQ sent CPM Development Corporation a warning letter March 13 for failure to collect required water quality monitoring data at its Eugene Sand & Gravel facility on Coburg Road along the north bank of the McKenzie River. Pollution Update 3-21-13

The City of Eugene has referred Pacific Recycling to the Oregon Department of Environmental Quality (DEQ) for enforcement regarding violations at its facility on Cross Street near Roosevelt Boulevard. The referral concerns two different Clean Water Act violations. First, Pacific Recycling has failed to submit a plan to the city regarding how it will reduce high pollution levels in stormwater discharges from the site. The city has sent Pacific Recycling three separate letters since November 2012 seeking such a plan, to no avail. Continue reading 

Pollution Update 3-14-13

Oregon DEQ sent Georgia-Pacific Chemicals a warning letter Feb. 19 for exceeding the limit for total phenols in its Clean Water Act discharge permit by 200 percent at its Eugene facility on Hwy. 99 during November. Georgia-Pacific blamed the high level on laboratory error, but DEQ could not find supporting evidence for this claim. According to DEQ, phenol is toxic to many aquatic organisms, and DEQ has referred this violation to its Office of Compliance and Enforcement for formal enforcement. Continue reading

Deadlines for submitting comments to Oregon DEQ regarding over two dozen local facility’s industrial stormwater pollution control plans take place over the next eight days. Comments are due by 5 pm on the following dates. March 7: Rexius Forest By-Products, Frito-Lay Eugene, Teevin Bros Log Yard, Superior Steel, Spec Pipe. March 11: Western Pneumatics, Weyerhaeuser (Bertelsen Road), USF Reddaway, Western Coating, Tyree Oil. Continue reading 

Pollution Update 2-28-13

Oregon DEQ followed up its Dec. 13 pre-enforcement notice to Norpac Foods, Inc., (EW 12/27) with a civil penalty in the amount of $9,600 on Jan. 31. Norpac over-applied food processing wastewater to a field near Scio, resulting in illegal discharges to a ditch that drains to the North Santiam River. Continue reading
